Putin expends considerable time and energy to constantly degrade and debase his subjects to appear the cleverest and the biggest deal, an absolute genius of geopolitics, economy and epidemiology, the king of the hill.

The honest answer would be that Putin doesn’t like the fact that he’s being humiliated and compared with every evil political leader of the past on YouTube day and night by bloggers, opposition politicians, and who-not and he doesn’t want anyone in Russia to see it.
“We need to leave P***hub alone and not block it. You can all watch the videos there, even without a VPN,” Putin said magnanimously implying that his subjects should be content that he lets them watch people having sex. Because what else they would ever need on the internet?
